Yes, there are many "paid survey" opportunities that you can join for free. The problem is that it takes a long time to find them. And, once you find them, many of these only pay a few pennies for completing a survey. The "paid survey" membership sites do the searching for you.
When I joined Survey Scout they immediately offered me a survey that paid $25.
Now, we must remember that I paid to join, so this wasn't all profit (but it was helpful). You will find that they send opportunities to your inbox. Some you will be suitable for, others you won't be a good fit for.
Survey Scout won't make you rich, but it is a nice way to earn a few dollars.
As for the question, "Is Survey Scout a Scam?" This company has been operating online since the turn of this century. They have been investigated and scrutinized by every government and regulatory law enforcement service. Ask yourself, "would they still be online if it was a scam?"
